PROFILE The National Telecom Policy-1994 and the New Telecom Policy-1999 had redrawn the contours of Telecom Development in India by establishing a nation wide multioperator Telecom regime. In order to meet the prime objective of NTP-99 a new corporate entity called “Bharat Sanchar Nigam Limited” came into being on 01.10.2000 by amalgamating the operational functions of the erstwhile Department of Telecom/Department of Telecom operations/Department of Telecom Services. The residual functions of these Departments of Govt. of India specifically the residual accounting functions of these Departments were entrusted to a set of newly carved out field formations of Department of Telecom being christened as “DOT CELLs”, consequent upon the corporatisation of the operational function of DOT/DTO/DTS. In total 44 “DOT CELLs” were created as on 01.10.2000, making them coterminous with the erstwhile Telecom territorial circles/ancillary Telecom Circle. These cells initially functioned as the structural field manifestation of the Govt. of India’s Commitment in terms of Rule-37(A) of CCS (Pension) Rules to its employees in the erstwhile DOT/DTO/DTS. The enhanced mandates to these cells to realise Telecom Revenue from the various Telecom Service provider in terms of Licence fee and Spectrum charges and to disburse subsidy to various Universal Service Providers to accelerate the growth of Telecom network in the rural and remote areas of the country had led to reorganisation and consolidation of these Cells into 26 Circles re-christened as O/o Controller of Communication Accounts which are functioning the Hqtr of all most all the states. O/o The CCA Chhattisgarh was born at Raipur in May-2002 in accordance with the process of reorganization of the DOT CELLs by bifurcating the functions of Madhyapradesh Circle, and since than functioning as an interface between the Department of Telecom and its various stakeholders in the state of Chhattisgarh.
